A rationla power is a power in form a/b

remeber these 2 simple rules
1. $x^{-m}=\frac{1}{x^m}$
2. $x^\frac{m}{n}=\sqrt[n]{x^m}$

and the combo of these
$x^\frac{-m}{n}=\frac{1}{\sqrt[n]{x^m}}$
