Explanation:

I think this is the best option because the executive team works as the brain, the one that controls the rest of the company and give the directions. The brain, the executive team, is the one that creates the laws under which the rest of the organs will function. The arms, the legs and organs will respond to the executive team and will interact with the real world according to the norms created by the brain (executive department).

I would say the best analogy is A because it is a better representation of how the employees interact with the outside world under the leadership of the executives, much like how limbs follow the brains to interact with the world.
