The 3/5ths Compromise stated that for every 5 slaves, 3 of them will count towards a states population regarding representation in the House of Representatives and for taxation purposes.  This allowed for slave states to have signficiant political power in the House but also results in the state government having to pay more direct taxes to the federal government.
