It limited nuclear weapons and digitally directed missiles, in order to make the world a safer place, this also helped reduce tension between the two blocks because it was clear what the other one had, and what they could use agaisnt each one, this way the arms race was reduced, prior to this the two blocks were spending exxagerated amounts of money on the arms race.
