1. Economic issues were the center of the problem after the civil war as the south, which was the major revenue generator of the country had suffered major damages. The former slaves now had their freedom and it became increasingly difficult since there was hardly free labour.

2. Before the Emancipation Proclamation in 1863, black slaves remained optimistic and very much excited about the near development. And when Abraham Lincoln signed the Proclamation in January 1, 1863, there was notable joy amongst every Black American.

3. The presidential approach to reconstruction as led by Andrew Johnson, 1865, who took over leadership from Abraham Lincoln after his assasination, was one that favored the south, allowing them a sort of independence to decide on their transition from slavery to freedom, leaving the blacks no options and no opinions on the matter. As a result the North was against Andrew Johnson for his pro-slavery policies

On the other hand, the congressional approach as led and originated by Abraham Lincoln was moderate congress's open resistance to the pro-slavery policies of Andrew Johnson in 1867. The congressional approach contrasts sharply from the former by its harsh proclamations on the south and it's support for the former slaves in their political and economic participation. In other words giving voice to the black people.
