Yes, however, random people should not just be taught because people have a tendency to not follow every step, and can hurt themselves. I learned about this, and that if you modify a persons DNA, that's permanent. If you messed up, your offspring could be impacted. This is why we don't just give out information, because people are afraid that if we messed up, we could end the world or something.
