From the Declaration of Independence:

"He has erected a multitude of New Offices and sent hither swarms of Officers to harass our people, and eat out their substance."

The rhetorical appeal that is most clearly used here is Pathos.

When a speaker or an author wants to appeal to its audiences, it has three basic resources that are Logos, Pathos, and Ethos. When the speaker uses Ethos, it is trying to appeal its audience with the credibility and reputation of who is saying or endorsing the speech. Logos is when we appeal to logic, to the reason. When we use arguments. And Pathos is when we appeal to the emotion of the audience. In this case, that part of the text of the Declaration of Independence is using Pathos.
