But that does not take into account some other facts: 500,000 soldiers missing, 3 million prisoners of war, 1.1 million disabled, 6 million refugees and tens of thousands of civilian victims. Also the huge strain on the economy would prove unbearable, with chronic food and fuel shortages in urban areas contributing decisively to the revolution in the capital, Petrograd, during February-March 1917.

The embargo was revoked in March 1809. A large number of local merchants were outraged by the law.
