Articles of Confederation didnt give much power to the federal state and people as the Constitution. For example, the Articles of Confederation had a weak central government, couldn't ask the people for taxes, there was no military leadership, so they didnt really have a national military, it was more like "join if you want to"

Did he go to school?

No. Douglass learned to read as a child in slavery, taught first by Sophia Auld, the wife of slave owner Hugh Auld.

Did he go to college?

No. Frederick Douglass (1818-1895), while a brilliant man, never attended college.
