Answer: Option B

Explanation:

The tides are affected by the gravitational pull. The time when there is a full moon, the tides are very high and when there is a new moon the tides are very low.

The difference in between the low and high tides can be clearly observed during these two phases. Rest of the time the difference in the tides are very minute that it cannot be observed.

So, for proper observation of high and low tides, time when the moon is full and the time when there is a new moon is best.
