When the North American colonists rebelled against England, they found it necessary to set up a national government. ... The First and Second Continental Congresses fought the Revolutionary War, while the Constitutional Convention created the federal form of government establishing the United States of America.
It was an act that basically established the “Judicial Courts of the United States”. George Washington signed it on September 24, 1789. It goes along with Article III of the Constitution that set up the Supreme Court.

Booker T. Washington believed that the best strategy to end racial segregation was for African Americans to focus on education and economic strategies to advance the black community for the long term. Although the Jim Crow laws and the Black Codes were present at the time, he suggested that the African American community ignore this and focus on aspects which he believed would help them in the long run, such as education and financially improving the situations of different black populations.
