To have infinitely many solutions the two equations are essentially the same line.  So any multiple of the original equation will have infinitely many solutions with respect to the original equation....

In this case 2x+2y=4 = 2(x+y=2)  so they are the same line and have infinitely many solutions.  Because each point on one line is at the same point on the other line...
