There are 9 one-digit bumbers and 21 two-digit numbers 9 + 21×2= 9 + 42 or 51 digits

Simple. Just break the idea!
You have 9 single digit numbers.
Then you have 21 that two digits.
Multiply 21 and 2. Afterwards add 9 and there is your answer!
51 digits!
