I can’t see the picture but I can give you some scenarios of when a person will have the right of way. If you are driving on a road, and you are going straight, and a car is needing to turn right OR left, you always have the right of way. Also, If you get to a stop sign and you arrive first, you have the right of way.

As you can see in the image below, the red mustang and the blue prius are in different tracks, but will share the same track soon, but one of them will have the right-of-way, while the other must remain stationary, to avoid accidents.

The car that has the right-of-way is the blue prius, because the cars that are on the right side of the driver, are the ones that have the right-of-way.

The blue prius is on the right side of the driver of the red mustang, while the red mustang is on the left of the driver of the blue prius, so the blue prius has right-of-way.
