Because they are genetically already ready for birthing. This is just something that has over time formed and spread to all women because from birth they are expected and ready to produce more offspring almost like their 'job'.

In front of the promoter lies a regulatory gene that produces repressor proteins. When a repressor is in its active state, it binds to the operator.
