Eisenhower's presidential style was not argumentative for the simple reason that he was a military man, the Commander of the Allied Forces in World War II, and as a military man he was, he was not used to elaborating on arguments. He gave orders. Plain and simple orders. And when he got to the United States Presidency, he had to adjust to a little bit more politic and diplomatic tone, but in his blood, he always was a military man.
