Long time ago, Filibuster happened rarely and was only used for urgent issues, but nowdays they used it for almost all granted bills that cannot be passed. In the future, it safe to assume the usage of Filibuster will keep increasing
I believe this would be segreation. This is a very sad thing that went on and can still continue to go on when the whites were segregated from the blacks. hope this helps!
