Although this was established, many people still consumed pre-purchased liquor,made it themselves, or famous gangsters like Al Capone sold it illegally in secret bars. Overall, it didn't really accomplish anything because even though it wasn't legal, people were drinking more than ever and crime increased majorly in cities.
