Birds can sit on power lines and not get electric shocks because the electricity is always looking for a way to get to the ground. The birds are not touching the ground or anything in contact with the ground, so the electricity will stay in the power line.

Answer:The birds will only be electrocuted when electric current flows through them.

Property of Current to know here is that it follows path of least resistance.

Lets see the two paths current has

1. Wire- offers less resistance and hence easier for current to flow.

2. The bird- path with higher resistance thus current continues to flow through the wire.  

However, when the bird touches another wire of differing voltage (say a grounded wire), it does get electrocuted as another path for current to flow.

It is for this reason why it is always advised to wear rubber slippers to avoid electric shock when dealing with electrical appliances because it offers higher resistance and current will follow path of least resistance.
