I'm assuming there is a linear relationship

If y = 32 when x = 8, that means that x =  \frac{y}{4}.

In other words, x equals 32 divided by 4.
If we are given y, to find x, we just divide by 4.

Since y is 64 we divide 64 by 4, 

\frac{64}{4} = 16

x = 16 is our final answer ^-^
