Any thing which is not a hypothesis is already proven or is believed to be true.
There is no case of "If" and "Then" condition.
Here in this case the knowledge of essential requirements for producing a good crop of sunflower is not a new thing. It is something which is known since a long time and also being practiced in different parts of the world efficiently.
Hence, the statement "Sunflowers require soil and plenty of sunlight and water to grow and thrive." is not a hypothesis.
The cell cycle is the events that take place in a cell as it grows and divides. A eukaryotic cell replicates and divides during the cell cycle. (but I don't know if that's the answer you are looking for)
