You must work off of (-2,5) to find the answer. You have to find the point when the line touches the y-axis to discover the answer. We know it can't be the first or forth answer, because the slope is positive, and the line is going up, not down. And since the line is going up, it can't be the second answer, since the line would have to go down to reach 3 on the y-axis, since we already began at 5. So, you are left with y = 4x + 13 as the answer. I made a graph and double checked, and it's the correct answer.
