The main message or the theme of the poem is that one can not run away from the fate and destiny. What is written in the fate of a particular person, will happen. There is no running away from that.

There are certain lines in the poem which prove this theme of impossibility of escaping the fate. Those lines are "Arms, and the man I sing, who, forc'd by fate", "The Latian realm, and built the destin'd town". These show that destiny can not be escaped.

"Raining cats and dogs" literally means that small animals are falling out of the sky. But, of course, this image of animals falling from the sky is a metaphor for very large, heavy drops of water (and possibly dark skies, since animals are opaque).

In a normal metaphor there should be <u><em>no</em></u>  word (like).
