It was a cynical deal indeed. The deal was  to remove soldiers from the south in exchange for getting support for presidency. Which basically meant that the President allowed for racism and oppression to flourish for a long time in exchange for getting political power.

If money in the economy decreases, the prices go up so that businesses can make more profit to up their money supply. So that they can stay in business by making enough profit to up their money supply.
