American government can tackle such situations in many ways. However it has to change the methods accordingly as such abuses are conducted worldwide at all types of the nation, that is, from first world countries like Russia to second ad third world countries like China and Kenya.

US government can brought up this issue in United nations organisation as it is the most obedient method and there will be direct political pressure to the countries. While, US have a dominant position in organisations like IMF and World bank, so they can indirectly pressure such nations also.
