1. Why did the Nazis want to create a “model” ghetto-camp?

Answer:

The Nazis formed the "model" ghetto-camp to be able to divert and deny the rumors of the murders they were committing in the concentration camps, this camp would be used as a screen to hide their crimes and continue committing them.

Explanation:

The ghetto-camp "model" was sold as the paradise on earth for the Jews, where they were the same Jews driving the city, this work was taken as an act of goodwill from Hitler. The Nazis made such propaganda great that they deceived people and the media. Instead, this camp was another area to torture and killed the Jews.  

2. Why did they want outsiders to see it?

In this way, he would turn off the rumors of the concentration camps and show Hitler's goodwill.

The Nazis wanted to hide more than 30,000 deaths they had caused, so they wanted to show that the people who were there were happy and that it was not a concentration camp as they said and that blood was not spilled in their prisons. It was one of the high farce and best sold by Hitler and his collaborators.  

Hitler's cruelty was so great that they sent a group of Jews to build the ghetto-camp facilities, focusing this field on senior citizens and those with an excellent economic position.

To receive the international red cross, the Nazis made changes in the ghetto-camp so that they did not spread their lies, among these changes are the presentation of a concert, painting streets, set up false businesses on the roads, and gave a lot of food to the prisons.

Despite all the publicity and what Hitler said, a group of people from the International Red Cross was organized to see if the rumors were right in the ghetto-camp.  

The Nazis so well prepared the farce that the Red Cross delegation was convinced that there were no concentration camps and that Hitler had built a model city for the Jews.
