This phrase means when you don't have anything to say. For example, when someone is dumbfounded, they get confused and don't talk. Someone might ask them, "Cat got your tongue?"

It means that the person is speechless or is not talking.


For example, if a person is surprisingly quiet a person might ask him "Cat got your tongue?".


As if a cat has your tongue and is not allowing you to speak.
