a)  No the absolute value for both days cannot be 10 degrees. It is possible for the picture on the right, as the temperature could be -10 degrees. For the picture at the left, however, it seems to be sunny and warm, so the temperature is definitely not in the negatives, and it cannot possibly be 10 degrees. 

b) Yes this is possible because the bird is above sea level, while the fish is under the sea, making it below sea level. Since anything below sea level is considered negative (-), and anything above sea level is considered positive (+), the bird and the fish can possibly be opposites.
