The best closing is referring to the answer a) because here we are talking about closing for refusing request and this closing in answer a) is short, the company is wishing all best to Mr. Wright and they are telling him that they hope that they will have their new meeting soon.

Answers c) and b) are not the best answers for 'closing'. Answer c) is more like opening for a refusing request and it is to long for closing.
