<span>The answer is George Marshall or letter d.  The plan was to help Western European countries recover from the ravages of the Second World War.  They provided $13 billion in aid.  Apart from that, the U.S. hoped to open trade barriers, upgrade industry, make Europe wealthy again and stop the spread of communism.</span>
