Hello!

The answer is actually "They explain the rights of citizens and the limitations of the government."

I just finished taking the test, and C was incorrect. Sorry about my first answer!

The reason for my answer is because the U.S constitution goes over rules and regulations, as well as state laws, for the states in the U.S to follow. The same applies to the Georgia constitution.
