To obtain a Class E license, you must:
Be at least 16 years old
Complete a TLSAE course
Provide proper identification
Pass the vision exam, Class E knowledge exam, and driving skills test
There are others, but these were the ones off the top of my head that mattered. From this we can conclude that you do not have to be a U.S. citizen to obtain your Class E license.
It is so other scientists can do the experiment and see if the get the same or different results
The law says not to text and drive or speak on the phone and drive because you will be distracted
