It's not necessary but for kids and anyone who is good at swimming should wear one to assure there safe. I would also personally suggest everyone wear one even if there great at swimming.

Unemployment-Unemployment can cause anxiety depression low confidence and low self esteem

Substance abuse-Substance abuse can create a mental addiction chemical dependencies bipolar depression and anxiety

Violence-Violence can cause PTSD depression bipolar disorder anger problems without a known source in young children and the inability to show remorse
