Before 1967, there was no provision mentioned in the constitution for filling the vacancy of the vice president. But this changed after the 25th amendment in 1967. The office of the Vice President was left vacant 16 times from 1812 to 1965. According to 25thamendment and its section 2 which states that if the seat of the vice president falls vacant, the President will nominate the vice president by the majority of votes in both houses.  

The procedure is has been enforced twice since its implementation. It was first implemented in 1973 when Spiro Agnew resigned and Gerald Ford was nominated as the Vice- President. The second vacancy occurred on 9 August 1974, when NelsonRockefeller was appointed. Vice president is the second-highest office after the President.  

The Vice- President presides over the Senate but has no right to cast vote in case of tie. He/she also presides over the joint session and is indirectly elected four -year term. The vice president is the statutory member of the National Security Council.
