On November 15, 1777, the Articles of Confederation were adopted by the Continental Congress as the first Constitution of the United States. The ratification of the Articles happened until March 1781. Under the Articles of Confederation, the States remained sovereign and could collect taxes. The central government remained weak and was based on Congress. Congress could not collect taxes, and if needed money, it had to ask the states for it.
