1. Family and personal background. This is first because people wish first to engage personally with the person giving the speech and know where this person comes from and who she is.

2. Education. People hearing a speech that seeks to persuade them to vote for someone to something as important as a city council will also, after knowing who the person is and where she comes from, know what qualifies her, education-wise, to become a leader as important as a city counselor.

3. Political management experience. This third step is fundamental to lead the listeners to see where the experience she needs to face such an important post, comes from. So citing the experience that is relevant to make her an ideal candidate for the post, is the third most important thing that she needs, after having set up the background information.

4. The last part is Nonpolitical leadership experience. This shows the audience that the candidate has much more going for her than just work. This kind of information allows them to see her as an integral being in and outside of her specific work and also helps them relate with the leader as they see her in a more personal, and less professional, persona. She seems to them as a common human being, just like them, while at the same time seeing that she is capable of efficiently handling both the professional, and more personal, fields.
