Up until this point the civil war was thought to be a "shooting war" (one which would end quickly) especially since the north had more and better resources (weapons, food, etc.), more people, stable and powerful government, etc. The confederacy winning the battle of Bull Run, however, proved to them that the Confederacy was stronger than thought and this totally changed their perspective, leading them to use the Anaconda Plan; the answer is B

One problem for the social security system is that there's more and more older people and fewer young people, so if they massively retire, there won't be enough workers to keep the social security system working because not enough taxes will be paid. A possible solution can be an increase the the obligatory retirement age. This would mean that people would work longer before retiring so they would use less social security money.
