Explanation:

The New Jersey Plan offered the same representation in congress regardless of the population of the state, thus small, populations states agreed because they wanted equal representation in congress as states with a larger population. Smaller population disagreed with the Virginia Plan because it proposed that the U.S. have representatives porportionate to the size of the population. States with large population (like Virginia) would get more representatives in congrees, and thus, have more say in Congress. Both plans were dismissed, and then came "The Connecticut Compromise" in which the HOR would be based on size of population, and the senate would have an equal number of reps from each state (2).
