The senate grew weaker while the people grew stronger. He took huge amounts of wealth from the Senate who wasn't doing anything useful and redistributed it to the people and the soldiers who defended Rome almost for nothing. When he wanted to declare dictatorship and complete rule he was assassinated which the people hated.
