they did because after ww1 there were more focused on the selves like woman suffrage or prohibition, people didn't care what was going on beyond there town let alone across the ocean. this was when America was involved in the banana wars in Latin America. the stock market crashed and no money was going out to foreign locations while the American people starved, during this time America built up there military.
