If the car is experiencing a change in velocity, the car is accelerating

Explanation:

Speed is a scalar quantity (defined by magnitude and not by direction) while Velocity is a vector quantity (has a magnitude and a direction).  

Magnitude of the velocity vector is the instantaneous speed while travelling and direction of the velocity vector will keep changing with change in position because it is tangential to the circle.  

This means with every change in direction the travels on the circular track the speed is constant but the velocity would keep changing.  

Acceleration is simply a change in velocity over time, this means if the car is experiencing a change in velocity, there is acceleration.
