The Southern and Nothern delegates disagreed  over whether the new Congress should have the commerce power because they were worried over race-based slavery and the regulation of trade, so distinct between the colonies. The eighteen century marked the beginning of economic dependency of the southern colonies on black slavery. They were worried about the future of their profitable trade and their delegates were determined to protect their businesses. They were successful in translating their numerous slave superiority in making them count for purposes of calculating a state’s representation in the House of Representatives and the Electoral College.
