I dont know if i could word it out but some synonyms/definitions might help you out.
Consensus - General agreement between people (Ex. 4 out of 5 people agreed that cake tasted good) (that's also where majority comes in)
Proposed- to put forward an idea to a group if people. (Ex. John proposed the idea to get pencil sharpeners so everyone could sharpen their pencils.)
