The goal of this constitution was to give state governments and individual citizens significant power. Along with this, the Articles of Confederation was designed to give very little power to the federal government.

This included making it increasingly difficult to change the Articles of Confederation. In order for a new law to be implemented, nine out of thirteen states (aka three fourths) had to agree to the change. This was one of the many weaknesses with this constitution.
