The research says that "most criminals are rearrested inside three years of their discharge from jail".  

A habitual offender, also known as repeat offender or career criminal is a man sentenced for another wrongdoing who was already indicted for a crime or crimes. Different state and locales may have laws focusing on habitual offenders, and particularly accommodating upgraded or excellent disciplines or different sanctions.
