"That" shouldn't be capitalized because i's not the start of a sentence. dodge ball is one word and since it's a thing capitalize it.

Sentence should look like:

Draco Malfoy agreed to participate in the Dodgeball tournament. He insisted, however, that everyone dress up like clowns for the game.
