Carbon is moving into the living things, but not out. While algae conducts photosynthesis (which produces oxygen), it does not create carbon since oxygen has no carbon molecules. Since all living things are made of carbon (which the fish is consuming), and the plant also absorbs the carbon   of in the ocean to assist in photosynthesis, both are consuming carbon.
