In the sentence given, the question mark is part of the quotation, so it goes within quotation marks. Besides, it is not necessary use a comma to separate the quote from its adjacent tag mentioning who said  the quote. Usually, when a quotation ends with an exclamation or question mark, such punctuation marks replace the comma.
