The sailboat is moving south at 2500 newtons. The opposite force is only 1500 newtons, which is less than 2500 units. The greater force cancels out the lesser force. In order for the boat to be stopped or pushed back, the water and air resistance would of had to of been greater than or equal to 2500 Newtons. Because of this opposite force, the boat continues to move but with a lesser amount of force. You can use subtraction to find the remaining force the boat has.
