Medicaid was first founded by President Lyndon Johnson and the Congress in 1965.<em> It is a healthcare program financed by both the federal government and the states government</em> that has as main goal to provide <u>health coverage </u>to low-income Americans that have no access to a private healthcare system, it acts as an insurance plan. Every state develops its own Medicaid system and the Federal government financial support depends on each state's level of poverty and capital income.
